The Activities of the Orders Commission at the Office of the Presidency of the Government of the Czechoslovak Republic in 1946–1950 and Its Influence on the Formation of the State Decorations System

Abstract: The Orders Commission at the Office of the Presidency of the Government of Czechoslovakia was established on January 29, 1946, to manage state decorations within the new post-WWII geopolitical context. Serving as an advisory body, its mission was to oversee the creation of orders and decorations, provide legislative feedback, and eventually unify the system according to the Soviet model, addressing the administrative confusion of the 1918–1945 period. Based on archival sources, the commission’s activities from 1946 to 1950 are divided into three periods: establishment (1946), stability (1947–1948), and a phase of fragmentary records (1949–1950). Meeting records reveal that the commission played a pivotal role in shaping the Czechoslovak system of state decorations, leading to significant legislative adjustments and the introduction of new decorations. Employing a comparative methodological approach, this study identifies shifts in legislation and awarding practices before and after the commission’s inception. By mapping the commission’s development and influence during Czechoslovakia’s transition into the Eastern Bloc, the research contributes to a deeper understanding of the administrative and legislative history of state decorations.
