Plebiscite Campaign in Orava and Spiš (1919–1920)

Abstract: The post-World War I plebiscites brought the concept of
national self-determination to regions without strong ethnic identification.
Consequently, voters often made pragmatic decisions based on economic advantages.
During post-war shortages, food became the primary instrument of campaigning: by
staging prosperity through state provisions, governments sought to win loyalties,
pre-empt social unrest, and outcompete both rival states and black markets. In
Czechoslovakia‘s peripheral regions of Orava and Spiš, partially claimed by
Poland, delivering supplies proved insufficient without controlling their local
distribution. The Czechoslovak government chose to rely on loyal local
administrators, accepting minimal oversight despite evidence of widespread theft
by these officials. This study examines the reasons for tolerating such
clientelism by analysing the assertion of state authority and information
management during the crisis. Ultimately, this lack of control led to the
collapse of Czechoslovak supplies, prompting the Inter-Allied Commission to
permit Polish deliveries. Czechoslovakia thus lost the territorial supply
monopoly meant to secure plebiscite victory and social order.
