The Breeze of Private Enterprise in Czechoslovakia in the 1960s: Provision of
Certain Services and Repairs by Citizens on the Basis of a Permit from the Local
Council

Abstract: In Czechoslovakia, after February 1948 the Soviet
administrativedirective system of economic planning and management began to be
applied. The consequence of the regime’s negative approach to private business
was its gradual demise. The nature of the economic system of the post-February
period, several unfulfillable and inappropriate measures as well as other facts
already brought economic difficulties in the early 1950s. They did not bypass
the area of small crafts and services. The sudden demise of small private
business, the associated failure to obtain adequate compensation, the absent
definition of the content of the activity and the mutual relationship of its
components, as well as the prioritization of production to the detriment of
maintenance and repair, led to a decrease in the quality of products, to the
extension of the terms of the services provided, as well as to other
difficulties. One of the measures that was supposed to heal the outlined
situation was the adoption of the Principles for the provision of certain
services by citizens based on authorization by the local council (national
committee) from 1965. In the study, the author examines the reasons for the
adoption of the Principles, the legal regulation of service provision, as well
as the practice of service provision itself, which she maps primarily in the
conditions of the West Slovak region and Bratislava.
